Federal agents arrested Luciana Herrera Dominguez, 43, of Brownsville, for mailing 25 social security cards, 19 birth certificates and one marriage license belonging to other people to addresses in Georgia and California on Sept. 21.
Postal workers alerted the U.S. Immigration and Customs Enforcement (ICE) who intercepted the overnight packages and discovered the social security cards with valid numbers. ICE agents arrested Herrera after she inquired about the packages on Sept. 22 and told an investigator she personally mailed the documents.
Herrera appeared before U.S. Magistrate Judge Felix Recio and received a $150,000 cash bond but remained in custody.
